Biography
Born on 21 August 1871 in Amersfoort. He studied law in Utrecht and got his doctorate in 1894 with a thesis titled "De Territoriale Zee" ("The Territorial Sea"). In 1915 he became a member of the High Council, in or around 1935 vice president, and beginning of 1939 president. He was a member of the Committee for Special Jewish Interests, and chairman of the supervisory board of the Dutch Palestinian-Construction Fund Keren Hajesod. In November 1940 Visser was suspended as president of the High Council and fired per 1 March 1941. He became chairman of the by Jewish Church Association established Coordination Committee and was a fierce opponent of the by German orders established Jewish Council. He repeatedly protested, including with Rauter, against the deportation of Jews that were arrested at raids. He died on 17 February 1942.
