Introduction
1. General
This guide gives an overview of the archival material relating to Surinam that can be found in the Archief van de Staten van Zeeland (Archive of the Zeeland States) [this sovereign provincial government body is also known in English as 'the States of Zeeland'] and the Archief van de Rekenkamer van Zeeland (Archive of the Zeeland Treasury) - in particular the printed series Notulen van de Staten van Zeeland, 1667-1684 (Minutes of the Zeeland States); the resolutions of the Gecommitteerde Raden van Zeeland, 1667-1684 (Zeeland Executive Committee) [this committee of the Zeeland States was responsible for the day-to-day government of the province; it is sometimes known in English as 'the Delegated States of Zeeland']; incoming documents pertaining to Surinam and neighbouring countries, 1667-1683; and the financial administration directed by the Ontvanger-Generaal te lande (Receiver-General, Land [i.e., as opposed to Receiver-General, Maritime]), Johan van der Stringe junior - especially the annual account books and appendices (these are principally invoices and receipts) concerning Surinam - Archief Rekenkamer van Zeeland, Rekenkamer C, 1667-1692 (Archive of the Zeeland Treasury, Treasury C).
In the arrangement of these sources the compilers have ensured that researchers interested in the history of Surinam during this period can put this history in the broadest context possible. Therefore both the entire series Notulen van de Staten van Zeeland (Minutes of the Zeeland States) and the complete series of the acts of the day-by-day government of the province, the Gecommitteerde Raden (Executive Committee) have been digitised. The Surinam Expedition was an unprecedentedly large undertaking that left its mark on many other decisions made by these political bodies. For the same reasons, in addition the Receiver-General's annual accounts relating to his administration of Land finances during 1667-1684 have been completely digitalised. As a result it is very simple to discern which items of revenue and expenditure are connected in any way with the Surinam Expedition. Linked to this is previously scanned inbound letters from the dossier 'Brieven ingekomen uit Suriname', dossier of in-letters from Suriname. Transcriptions of many of these in-letters have been put at our disposal by Mr P. Dikland at Paramaribo. Mr Dikland unfortunately had to work with much less readable photocopies, but through the efforts of volunteers at the Zeeuws Archief (Zeeland Archive), many problems in his edition have now been smoothly resolved. Hitherto, time has not been available for a complete revision.
In the corpus of the records there is a wealth of information on the earliest history of the Dutch involvement in Surinam. The interests of the province of Zeeland were orientated towards the South American countries; in this present-day Surinam fulfilled an especial role. From 1667 (the year of its capture) until 1683 (the year of the de facto sale to the Geoctroyeerde Sociëteit van Suriname), Surinam was a colony of the province of Zeeland.
In 1667, under orders from the Zeeland States, Abraham Crijnsens * captured Surinam from the British; thereupon an extensive correspondence immediately followed between - on the one hand - the newly established colony governors and local commanders, and - on the other - their superiors: the Zeeland States and the Executive Committee - the States, political organ responsible for daily governance. The person acting on behalf of the Zeeland administration was principally the Zeeland raadpensionaris (Councillor Pensionary, the senior Zeeland politician), Pieter de Huybert. During the nineteenth century, all inward bound material from Surinam was probably removed from a general series of incoming letters and other documents and compiled in one dossier according to one determining factor, ingekomen stukken uit Suriname en omliggende kwartieren (incoming documents from Surinam and neighbouring quarters). In the inventory they are described as a separate catalogue number, Inventory number 2035. This numbering was divided in later years (because of preservation concerns) into two classes; it now consists of 2 inventory numbers - 2035.1 and 2035.2. The series of dispatches came to an end in 1683, when the province of Zeeland sold the Surinam plantation to the Society of Surinam - a joint body consisting of the City of Amsterdam, the West India Company, and the family Aarssen van Sommelsdijk.
Most of the items thus far found in the Zeeland Archive that pertain to Zeeland and Surinam in the years 1667-1692 can be located in this guide and can be accessed in an instant. It does not actually include all such extant items. Just one series during this period has not been digitally reproduced: the minutes of Executive Committee out-letters. Most of the information contained within this series falls under the resolutions of the Executive Committee and can be extracted from this second source, whilst many of the most important issues were handled in the out-letters of the Zeeland States: printed versions of these can be found inserted in, or as appendices in the Resolutions of the Zeeland States. Of course, series such as incoming and outgoing papers of the pensionaries, ambassadors and other officials in this period likewise contain information on Zeelands asociation with Surinam, but the provision of integral photography of these many other sources falls outside the scope of this guide.
The financial management of Zeeland's commitment to the capture and development of the colony can be found in the Receiver-General's annual statements and addenda concerning his Land administration. These items lie in the archive of the Zeeland Treasury. In particular, deep within the accounts in the addenda, there is very detailed information indeed. This guide brings these financial records to light by means of photos of each individual account item, and of all adjoining evidence, brought together in one user-friendly bundle. It is true that this method of treatment is contrary to some traditional archival principles (amongst other things, proper respect for the old order), but it does advance in great measure the researche's insight into the context of any specific account entry. The precise situation is that almost all evidence preserved by the project enables many unthought-of details that would otherwise normally remain hidden to be brought instead into direct view. The bundled files of the scans are in PDF format and are accessible in an instant.
